ROCK HILL MUNICIPAL DIVISION:

 

A division of the St. Louis County 21st Circuit Court, the Rock Hill Municipal Division is responsible for the processing of all municipal traffic violations and the processing of all municipal ordinance violations. 

 

Court is held at City Hall, 320 W. Thornton Ave.  the second and fourth Mondays of the month, excluding holidays.  It is presided over by the Honorable Judge Mark S. Levitt.  The Prosecuting Attorney is Stephen Jianakoplos.

 

The Court Administrator, assisted by the Court Clerk, processes all summonses, court dockets and fine payments.  The Violations Bureau is established as a convenience to the public.  It is not intended to replace a court appearance for pleas of Not Guilty.  If you believe that you are not guilty of the offense charged, you should appear in court on the date indicated on your summons.

A MESSAGE FROM THE MUNICIPAL DIVISION:

 

  • You have been summoned to come to Court on the date shown on your ticket.
  • You may plead "NOT GUILTY" on the Court date and a later trial date will be set.
  • You may plead "GUILTY" by mail for most charges; by coming to the Court to pay your fine during normal business hours; by paying your fine online; or by coming to Court on your court night.
  • If you plead guilty at Court, you will be given a future date to pay if you can't pay the date of Court.
  • If you want to plead "GUILTY", but you don't have the funds to pay your ticket, you must still come to Court on the court date shown on your ticket.  If you need to establish a payment plan, you must appear on your court date and speak with the Judge.  You will not be arrested for not having money to pay your fine.
  • If you do not come to Court when summoned to do so, a warrant for your arrest may be issued.

If you wish to pay a ticket at the Violations Bureau, we are located at 320 West Thornton. Click  here for directions.  The violations bureau accepts the following payment options:  cash, money order, checks and credit cards.

 

Major credit cards and debit cards are also accepted if paying by using the online payment form.  Please note an additional service charge of 5.25% will be applied to all online payments.

 

The Municipal Division now accepts credit and debit card payments online.  Service charges will apply.

INFORMATION FOR ATTORNEYS:


For all matters pending before this court, please file an entry of appearance and request for continuance. This can be done via US Mail or via fax.  All requests for a recommendation and/or discovery MUST be sent separately to the attention of the Prosecuting Attorney at the same address with a service copy of your entry of appearance, a copy of the ticket(s) and an SASE.  To obtain ticket information and court dates, click here.

 

The Prosecuting Attorney reviews cases the night of court.  He will contact you via mail  3-5 days after the court date with a recommendation.

The Court will NOT process requests for recommendations or discovery.  The Court also will NOT answer questions regarding recommendations unless a signed acceptance of the recommendation is on file.

 

No payment will be accepted without a signed copy of the recommendation.  Signed acceptance letters can be sent via fax to 314-962-6603.
