Code Enforcement

Duties & Responsibilities

• Patrol and inspect areas for code violations
• Respond to complaints of potential code violations related to occupancy, nuisances, construction, zoning, animals, housing conditions, and more
• Enforce compliance of property maintenance, nuisance, and zoning codes when violations are found

Examples of issues handled by the Code Enforcement Department:

• Bushes and trees overgrown onto the right-of-way
• Construction hours of operation
• Dead trees, tree limbs, or bushes/shrubs
• Exterior structure in disrepair (chimneys, doors, hand/guard rails, roof, shutters, walls, windows, decks, driveways, stairs)
• Fences in disrepair
• Tall grass and weeds (over 7 inches)
• Trash, rubbish, garbage, or debris on private property
• Stagnant, foul, or dirty water or liquid discharged or allowed to accumulate on public or private property to the injury and annoyance of the public

Each year the City of Rock Hill allocates Community Block Grant Funds to The Home Improvement Program (HIP). HIP is a federally funded program which provides technical advice and financial assistance to qualified homeowners for a variety of home repairs. The program is administered by St. Louis County's Department of Human Services, Office of Community Development.
