RESPONSIBILITIES: The Board of Aldermen is the elected governing body of the City of Rock Hill.It enacts legislation and city policies to protect and promote the health, safety and general welfare of the community.

ELECTED OFFICIALS: Each of the three wards elects two council members for staggered two-year terms. The Mayor is elected at large for a four-year term.

When are Board of Aldermen meetings?  Board of Aldermen meetings are normally held the 1st and 3rd Tuesday of each month. There are occasions where special meetings may be held throughout the year.

Are meetings open to the public? Yes. All City of Rock Hill Board of Aldermen meetings are open to the public and must abide by all open meeting laws.  Notices are posted on the bulletin board at City Hall and on the City's website.

How do I know when a meeting is scheduled or what is going to be discussed?  The agendas for Board of Aldermen meetings are normally posted the Thursday before the meeting. Pursuant to the Missouri Sunshine Law, they have to be posted at least 24 hours prior to the meeting. The agenda will detail what is going to be discussed.

How are the meetings organized?

  • Call to Order: The mayor will call the meeting to order at the scheduled time (normally 7:00 p.m.)
  • Pledge of Allegiance: The Mayor will lead everyone in the Pledge of Allegiance.
  • Roll Call: The Mayor will call the roll to establish a quorum in order to have an official board meeting.
  • Citizens to Address the Board: The purpose of Citizens to Address the Board is to accommodate citizens who have comments regarding City business that the Board of Aldermen has jurisdiction over. There is a 3 minute limit for comments. Because this is a public comment time, the Board of Aldermen won't always respond at this time to comments, but they do listen to all comments and take them into consideration when deciding City business.
  • Regular Agenda: These items are the regular business items of the Board, and may take the form of presentations, proclamation, previous minute approval, approval of warrants (bills to be paid by the City), commission reports, resolutions, ordinances, departmental reports, and any new or old business needing to be discussed by the Board.
  • Citizens to Address the Board: This is the second period to accommodate citizens who have comments regarding City business that the Board of Aldermen has jurisdiction over. Again, there is 3 minute limit for comments. Because this is a public comment time, the Board of Aldermen won't always respond at this time to comments, but they do listen to all comments and take them into consideration when deciding City business.
  • Closed Session (if necessary): The Missouri Sunshine Law has specific reasons why a Board can go into Closed (Executive) Session.  When the board makes the motion to go into Closed Session it must state for what reasons under the Sunshine Law they are going into Closed Session.  The only issues that can be discussed in the Closed Session are items that are stated in the motion.
  • Return to Open Session (if necessary): If the Board went into Closed Session, they will return to Open Session in order to adjourn the meeting.
  • Adjournment: This is the end of the Board of Aldermen meeting.
